How to build a measurement plan

Covered here

  • How to write SMART goals
  • The five steps of a measurement framework
  • What to agree on before tracking starts

Short answer

A measurement plan decides what to track before any data is collected. It links business objectives to SMART goals, KPIs, targets, and segments on one page. Without one, teams collect thousands of numbers and still have no answers. Build it in five steps, then share it with whoever sets up your tracking.

Goals by business type

Business typeObjectiveSMART goalKPI
E-commerce storeSell more onlineGrow online revenue 15% by Q4Revenue, conversion rate
B2B softwareGenerate leadsGet 300 demo requests per monthForm submissions, cost per lead
PublisherGrow audienceReach 100,000 monthly users by JuneUsers, returning user rate
Local serviceGet more bookingsIncrease calls and bookings 25% in 6 monthsCalls, booking form completions

The five steps

  1. Define objectives: list 2 to 4 business objectives.
  2. Set goals: turn each objective into a SMART goal.
  3. Choose KPIs: select 1 to 3 KPIs per goal.
  4. Set targets: add a number and a deadline for each KPI.
  5. Define segments: decide how to break data down, such as by channel, device, or new vs. returning users.

The plan also lists what must be tracked (events, conversions, form submissions) so developers and marketers agree before setup.

Try it: plan for an online bakery

An online bakery wants more orders and more catering inquiries.
